DILG IV-A Holds Seminar for Re-Elected LCEs

Under the Newly-Elected Officials Program of the Department of the Interior and Local Government (DILG), DILG IV-A held a 2-day seminar entitled “Newly-Elected Officials Program Basic Orientation: First Critical Days for the Re-elected Local Officials” on September 6-7, 2016 participated by the Re-elected and Comebacking Local Chief Executives in the CALABARZON Region at the Development Academy of the Philippines, Tagaytay City, Cavite.

DILG IV-A Regional Director Manuel Q. Gotis welcomed all 114 participants including 38 Local Chief Executives present in the seminar. He encouraged everyone to exert best efforts in the delivery of basic services to their constituents.

Asst. Regional Director Ariel O. Iglesia then briefly discussed the Department’s outcome framework which was followed by the discussion of Dir. Edmund Tayao, PhD of the Local Government Development Foundation (LoGoDeF) on Decentralization and Federalism. He further discussed the challenges and opportunities of LGUs in Decentralization as well as Federalism as the next logical step after Decentralization.

There were also invited speakers from different Science-based Agencies on the Role of Local Governments in Disaster Management – Mr Rio Marasigan (Project NOAH), Mr. Francisco Barquilla (DOST IV-A), Mr. Benjamin Pajuelas (PAGASA), Mr. Jeffrey Perez (PHIVOLCS) and Dir. Elvis Cruz (OCD IV-A).

PSupt. Elmar Sillador of the PNP IV-A discussed the PNP Critical Incident Management Operational Procedures, Lambat Sibat Program and the Peace and Order Situation of the CALABARZON Region. While Mr. Sherwin Manuel of PDEA IV-A gave the Local Chief Executives and other participants the current situation of the region in the war against drugs. DTI IV-A Dir. Marilou Q. Toledo was also present to discuss Local and Regional Economic Development. Hon. Cristeta Reyes of Malvar, Batangas shared the best practices of the municipality in terms of the management of fiscal matters. Lastly, Atty. Edward Justine Orden, OIC-Director of Legal Service in DILG Central Office explained the Common Legal Issues Affecting Local Government Operations.

The seminar was concluded with the distribution of Certificates of Participation and photo ops with DILG RD Manuel Gotis, Local Chief Executives and all other participants of the seminar.
