DILG welcomes appointment of its Spokesperson as new Undersecretary

The Department of the Interior and Local Government (DILG) welcomes the appointment of former DILG Assistant Secretary and Spokesperson Jonathan E. Malaya as the new Undersecretary of the Department.

DILG Secretary Eduardo M. Año says that Malaya's promotion to DILG Undersecretary comes as no surprise as he exemplifies "the youthful yet decisive" leadership that the Department needs at this time. "As one of the youngest leaders of the DILG, his energy, capability, and outstanding career in government service makes him eminently qualified to become Undersecretary. We expect great things from him," he said.

"If what he has accomplished so far in the DILG is indicative of how he will perform as a USec, we have no doubt that he will play a more vital role in helping the Department fulfill its mandate of promoting good local governance, public order and safety across the country," he adds.

Malaya received his official appointment as Undersecretary by President Rodrigo Roa Duterte last February 27, 2019.

Federalism Champion

The DILG chief says that Malaya is also instrumental in the administration's drive to push for a Federal system of government which "makes him as one of the country’s Federalism champions aiming for the progress and development of the Philippines."

"He is truly passionate about Federalism and the positive change it will do for our country," he says. Malaya heads the DILG Center for Federalism and Constitutional Reform as well as the Secretariat of the Inter-Agency Task Force on Federalism.

Año lauds the "almost tireless" attitude of Malaya in carrying out the task of advocating for the shift in the form of government making him a constant speaker in various forums nationwide. "Hindi siya napapagod basta para sa Pederalismo. One day he is in Isabela, the next day you will see him somewhere in the Visayas," he shares.

Formidable Spokesperson

Año also cites Malaya's decisive take on his task as the official Spokesperson of the DILG tackling issues with finesse and authority. "His knowledge of various issues concerning the Department and the manner he handles them shows his high caliber as a communicator," he says.

He says that he appreciates Malaya's able representation of the DILG in addressing queries from the media.

Malaya previously served as Assistant Secretary in the Department of Education, Office of the Chief Presidential Legal Counsel, Office of the Solicitor General (on-detail), and lately in the DILG.

He started his government service as a Supervising Legislative Staff Officer in the House of Representatives in 1998. His government service has brought him to the Supreme Court as Judicial Staff Head, Philippine Senate as Director II, and to the Pasay City Government as Public Information Officer. He was appointed DILG Assistant Secretary in October 2017.

He received a Presidential Citation from President Gloria Macapagal Arroyo in 2010 for his dedicated service and meritorious performance in the field of education. An author of five books, his book on presidential history Stewards of the Nation is No. 8 in the PowerBooks bestseller list
