On President Rodrigo Duterte’s third year in office, the Department of the Interior and Local Government (DILG) reported that crime volume dipped by 11 percent and around 12,000 barangays are now drug-free as a result of “participatory governance” or the active collaboration between the government and the local government units (LGUs), citizens, and other stakeholders.
