EL CIELITO HOTEL, SANTA ROSA, LAGUNA – From November 11 to 13, 2024, representatives from various Local Government Units (LGUs) convened at El Cielito Hotel in the City of Santa Rosa, Laguna for a knowledge development workshop aimed at enhancing the documentation of the Recovery Initiative for Sustained Economy (RISE) Program’s achievements. Organized by the Regional Communications and Information Committee (RCIC), the three-day workshop, which was hosted by LGOO II Equila Alforja and LGOO V Shazer Ambas, included sessions on writing, graphic design, videography, and audio-visual presentation (AVP) production, with a specific focus on creating impactful knowledge products that showcase the program’s outcomes.

Assistant Regional Director Darrell I. Dizon, CESO V, opened the event with a congratulatory address recognizing top-performing LGUs, including the Municipality of Baras in Rizal, the City of Carmona in Cavite, and Batangas City in Batangas. He emphasized the value of creativity and effective storytelling in promoting local governance achievements and underscored the importance of sharing these successes with a wider audience. His message aligned with the Department of the Interior and Local Government’s (DILG) goals to empower LGUs through sustainable economic development practices that integrate social, environmental, and economic initiatives.

The workshop aimed to accomplish two key objectives: producing an AVP from each participating LGU to document and highlight their best practices, and creating a Regional Coffee Table Book showcasing the collective accomplishments of DILG IV-A across the five outcome areas of the department: Excellence in Local Government Upheld; Peaceful, Orderly, Safe and Secure Communities Strengthened; Resilient Communities Reinforced; Inclusive Communities Enabled; and Highly Trusted Department and Partner.

Regional Information Officer Coleen Irish B. Garcia introduced the concept of the Coffee Table Book, explaining its purpose and design elements. Information Officer II Larizza Joise D. Macabulos provided guidance on the written content, while Information Systems Analyst II Zynell Mangilin led sessions on visual storytelling, teaching participants how to structure pages for maximum impact.

Digital media was the focus on the second day, with Information Systems Analyst II James C. Suizo Jr. offering tips on videography, followed by Information Officer II Michaela Pozo discussing key video editing elements such as lighting, pacing, and sound.

The final day included training on events management and hosting, conducted by Resource Speaker John Kristoffer V. Tibor, who guided participants on planning and executing effective events. Alongside these workshops, the RCIC’s 4th Quarter Meeting was also held to discuss future initiatives and strategic planning.

Alongside the workshop, the CIC held its 4th Quarter Meeting, where members discussed future plans, organizational strategies, and other key matters to strengthen upcoming initiatives.
