After PBBM, DILG Chief order, NAPOLCOM to resolve cases vs cops in 60 days

Following the directive of President Ferdinand R. Marcos, Jr. to cleanse the ranks of the police organization, the National Police Commission (NAPOLCOM) committed to resolve administrative cases against erring police officers within 60 days.

In a media forum held Friday at the DILG Central Office, newly appointed NAPOLCOM Vice Chairperson and Executive Officer Atty. Rafael Vicente R. Calinisan announced the implementation of a 60-day resolution period from the filing of complaints to the issuance of decisions.

Hindi na maaari at hindi na puwedeng mabagal ang takbo ng kaso sa NAPOLCOM. Hindi na maniniwala ang taumbayan,” Calinisan said, emphasizing the urgency of restoring public trust.

He shared that Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla directed the Commission to prioritize swift and decisive action on all pending cases.

Calinisan confirmed that the Commission has already begun implementing the new timeline. He cited the recent dismissal of Patrolman Francis Steve Fontillas, as well as the resolution of two long-pending cases filed 21 and 18 years ago.

He said the Commission is now conducting an inventory of thousands of pending cases and is targeting zero backlog by December 2025. Drawing from his experience as former chair and executive officer of the Quezon City People’s Law Enforcement Board (PLEB), Calinisan affirmed that the goal is both realistic and necessary.

He stressed that while the welfare of the police force remains a priority, there will be no tolerance for misconduct.

Hindi ito ang repleksyon ng kung sino ang pulis natin. Kaya ‘yung mga gumagawa ng sunod-sunod na pangyayaring ito, maghanda kayo sa NAPOLCOM. Maghanda kayo sa mga disciplinary authorities dahil sasampolan namin kayo. Tapos na ang maliligayang araw ninyo,” he warned.

Calinisan also encouraged the public to actively report abuses, stating that the transformation of the police force requires accountability from all sectors of society.
