The Department of the Interior and Local Government (DILG) today said that the distribution of ayuda is substantially complete at 99.6 percent distribution rate or P22.8-billion distributed to 22,838,875 ‘NCR Plus’ beneficiaries. Ninety-three (93) out of 108 cities and municipalities in NCR Plus completed the ayuda distribution by May 25, 2021, the deadline set by the national government.

“Nais po nating batiin ang mga local government units (LGUs), mayors, barangay officials, social workers at mga DILG field officers sa kanilang accomplishment at taos-pusong pagseserbisyo. Naiparating po natin ang tulong sa ating mga kakabayan. Mabuhay po kayo!” said DILG Secretary Eduardo M. Año.

He said that while the original deadline for the ayuda distribution was on May 15, 2021, an additional 10 days have been granted to LGUs with unclaimed funds to prepare a new payroll and distribute the remaining amount to other affected individuals in their respective communities.

“Bagamat May 25 po ang naging deadline natin, iyong ibang natitira po ay patatapusin natin at iyong hindi po nakatapos ay pagpapaliwanagin natin kung bakit hindi nila natapos ng 100 percent,” he said.

According to Año, NCR tallied the highest completion rate of ayuda distribution among the NCR Plus bubble with 99.95 percent corresponding to P11.1-billion worth of financial assistance, with 15 LGUs reaching 100 percent completion rate, namely Manila; Caloocan; Makati; Malabon; Mandaluyong; Marikina; Muntinlupa; Parañaque; Pasay; Pasig; Pateros; Quezon City; San Juan; Taguig; and Valenzuela.

Meanwhile, Bulacan followed with 99.93 percent amounting to P2.9-billion; Laguna with 99.74 percent amounting to P2.7-billion; Rizal with 99.68 percent amounting to P2.6-billion; and Cavite with 98.45 percent amounting to P3.3-billion.

Año also noted that some LGUs have returned unclaimed funds. “May iba pong LGUs na nagsauli ng pera sapagkat kahit ano pong hanap nila ay hindi na nila makita iyong beneficiaries kaya isinauli nalang po nila iyong pera. Marami po ang nagsiuwian na sa mga probinsiya” he said.

Grievance and monitoring bodies

Meanwhile, DILG Undersecretary and Spokesperson Jonathan E. Malaya lauds all the 108 LGUs in the NCR Plus for creating their respective Grievance and Appeals Committee (GAC) and Joint Monitoring and Inspection Teams (JMTs).

“Napakalaking tulong po ng kooperasyon ng mga LGUs sa paggawa ng mga GAC and JMTs upang matugunan ang mga reklamo ng ating mga kababayan ukol sa ayuda,” he said.

“Alam ko po hindi naging madali ang pamamahagi ng ayuda sa panahon ng pandemya, ngunit maraming salamat sa inyong pagtugon sa hamong ito,” he added.
