DILG CALABARZON RECOGNIZES 34 LGUS AND FIELD OFFICERS FOR EXEMPLARY LOCAL GOVERNANCE

The Department of the Interior and Local Government (DILG) Region IV-A CALABARZON gathered local leaders, and Field Officers for an afternoon of recognition at the 2025 SubayBayani Awards, on November 4, 2025, at Hotel Casiana & Events Center, Tagaytay City.
The event shone a spotlight on thirty-four (34) Local Government Units (LGUs), DILG Provincial Directors, and DILG Field Officers who have shown exceptional commitment to implementing Locally-Funded Projects with transparency, accountability, and genuine public service.
“The SubayBayani Awards highlight two core principles: Excellence in Infrastructure Governance and Transparency through the SubayBAYAN Portal. But above all else, we look at the tangible results manifested in every community. So as we call your name, we will be playing a video to highlight the most significant change brought by the infrastructure projects of the LGU.” said LGOO II and Master of Ceremonies Brian Jay Zagala.
In his welcome message, DILG IV-A Regional Director Ariel O. Iglesia, CESO III, highlighted how the Local Government Support Fund (LGSF) continues to empower local governments in delivering essential infrastructure such as farm-to-market roads, multipurpose buildings, and water systems. “Over the past years, the Local Government Support Fund, or LGSF, has enabled local governments to implement impactful infrastructure projects, from farm-to-market roads, multipurpose buildings and water facilities. These initiatives are not simply infrastructures but vital links that unite communities and drive local development.” he said.
Assistant Director of the Office of Project Development Services (OPDS) and Guest of Honor Engr. Rene V. Valera emphasized the value of the SubayBAYAN portal as a symbol of open governance—allowing citizens to see how public funds are spent and how projects take shape in their communities.
The 2025 SubayBayani Awards recognized both Exemplar and Top Performing LGUs, as well as outstanding Provincial Directors and City/Municipal Local Government Operations Officers (C/MLGOOs) who have demonstrated exceptional leadership and integrity in ensuring the success of their local projects.

The event also featured a lively intermission number by PDMU Laguna engineers and a Same-Day Edit video produced by the DILG IV-A Creatives Unit, capturing the joy and pride shared throughout the ceremony.
In his closing message, Assistant Regional Director Darrell I. Dizon, CESO IV, reminded everyone that beyond the plaques and certificates, the real reward lies in the positive changes seen in communities. “Let us continue to be Champions of Excellence, leaders who serve with integrity, accountability and transparency,” he encouraged.
Now in its fourth year, the SubayBayani Awards continues to embody DILG CALABARZON’s vision of #4ABetterGovernance — a governance rooted in transparency, collaboration, and the collective drive to create meaningful change for the Filipino people.
