2024 marks another successful conduct of the Retooled Community Support Program (RCSP). In its continuous quest to fight insurgency and promote participatory community development in CALABARZON, the Department of the Interior and Local Government (DILG), provided 28 barangays across 13 municipalities and cities within Quezon Province with essential socioeconomic services.

Through Executive Order No. 70 (s. 2018), the Whole-of-Nation approach to address the bases of insurgencies that pose a threat to public safety was institutionalized. It serves to initiate and facilitate inclusive and sustainable peace through the promotion of participatory governance, coactive government development, and emphasis on the LGU’s responsibilities to the community. Part of this movement is the Regional Task Force to End Local Communist Armed Conflict (RTF1-ELCAC), which oversees the conduct of RCSPs in vulnerable communities, or those affected by armed conflicts in the past, insisting upon the participation of all government agencies in providing socioeconomic services to these communities.

The DILG, in partnership with LGUs and other government agencies, underscores and reinforces the importance of maintaining peace and order through progress, and guides Local Chief Executives (LCEs) towards the institutionalization of inclusive and sustainable development, further propagating the purpose of EO 70’s shift of governance towards an LGU-driven environment.

The integrated efforts of each government agency and pertinent stakeholders bore fruit through the Retooled Community Support Program or RCSP held in Quezon Province from March to June, where “Ugnayan sa Barangay” activities were held, followed by Serbisyo Caravans wherein other government agencies provided services such as free medicine and medical services, provision of seedlings, free haircuts, and livelihood training to the barangay residents at the following communities, to wit:

Ultimately, this year’s line of successful RCSP activities stand as enduring proof of the DILG IV-A’s dedication to community development in response to the administration’s strides in addressing socioeconomic issues at their core. Through on-the-ground engagement and capacitation of the LGUs for sustainable development, the DILG IV-A was able to guide communities towards coactive governance, paving the way for positive change.
