DILG LAGUNA ORGANIZES PROVINCIAL COUNCIL OF GOOD LOCAL GOVERNANCE

DILG LAGUNA – As part of DILG Laguna’s initiatives through the Local Government Monitoring and Evaluation Section, the Provincial Council for Good Local Governance was organized last May 24, 2024.
The Provincial Council of Good Local Governance (CGLG) will act as the policy-making and advisory body to ensure the proper implementation of the Seal of Good Local Governance (SGLG) as localized council based from the mandates of the Sec. 4 of Republic Act No. 11292 or the Seal of Good Local Governance Act of 2019.
OIC-Provincial Director Jay Beltran of DILG Laguna will act as the chair of the said Council.
The roles and functions of the Council of Good Local Governance (CGLG) are:
- Develop and promulgate the performance indicators that shall serve as standards for evaluating the LGUs’ compliance and/or satisfaction of each of the criteria;
- Review and/or revise the performance indicators consistent with the long-term development plans of the national government;
- Conduct an evaluation of the impact of the Act on the performance of the LGUs for purposes of determining the need for enhancing or continuing the SGLG, rolling out of the SGLG in LGUs, and recommending any amendatory legislation;
- Create technical working groups, upon the recommendation of the Council member concerned, composed of experts from government agencies, representatives from the leagues of cities and municipalities, and other sectors to assist the Council in the performance of their respective functions;
- Submit to the DILG Laguna LGMES an annual performance indicators recommendation for improvement of LGUs in the Province of Laguna and the result of the mock assessment for LGUs
- Perform such other functions as are necessary or incidental to properly carry out the purpose of the Act.
Some accomplishments of the PCGL was the conduct of Mock Assessment for the Provincial Government of Laguna held in May 2024, and the Coaching session for Laguna Local Government Units (LGUs) who were not able to pass the Sub-Regional Assessment, held last August 16, 2024.
All Cluster Heads and select DILG Technical Officers served as coaches together with the PCGL Members in the session where they discussed areas for improvement and provided recommendations to the LGUs to improve their performance in the next assessment.
