DILG: Large-Scale Illegal Cigarette Operations Will Be Shut Down
The Department of the Interior and Local Government (DILG) has reaffirmed its firm stance against large-scale illegal cigarette manufacturing following a joint law enforcement operation last 11 February 2025 in the City of San Fernando, Pampanga.
DILG Secretary Jonvic Remulla said the operation reflects the government’s commitment to enforcing the law and protecting ordinary Filipinos, in line with President Ferdinand Marcos Jr.’s directive to safeguard consumers, public health, and legitimate businesses from organized illegal activity.
“This administration has always been clear. Large-scale illegal operations that put public health at risk and undermine the law will be confronted and shut down. No excuses.” Remulla said.
The operation was the result of sustained surveillance, intelligence gathering, and close inter-agency coordination. Authorities seized machinery, cigarette components, and tobacco products used in the illegal manufacture and repacking of unbranded cigarettes, including those marketed under the name “Playboy.” Inventory and valuation of the seized items are ongoing.
Initial findings indicate that the products involved do not meet consumer safety standards and mandatory graphic health warning requirements. Authorities also noted that the registered business at the site was unrelated to cigarette manufacturing, as well as unsafe waste disposal practices that may pose risks to workers and nearby communities.
Remulla commended the Philippine National Police and partner agencies, including the Bureau of Internal Revenue and the National Tobacco Administration, for the disciplined and intelligence-driven execution of the operation, which was conducted with the use of body-worn cameras to ensure transparency and accountability.
The DILG noted that the acts uncovered may involve violations of tax, consumer protection, and economic sabotage laws. Investigations and case build-up are ongoing in coordination with concerned agencies.
“This is about protecting the people and enforcing standards fairly. We will continue to support focused operations against organized illegal activities that harm consumers, deprive government of revenue, and disadvantage law-abiding businesses,” Remulla said.
