DILG launches SubayBAYANI Awards 2025 to Recognize LGU Excellence in Infrastructure Governance
The Department of the Interior and Local Government (DILG) has launched the SubayBAYANI Awards 2025, a program that recognizes local government units (LGUs) demonstrating excellence in infrastructure governance and community impact. The launch was held during the conduct of the Infrastructure Governance Blueprints at The Richmond Hotel in Quezon City on Tuesday.
Spearheaded by the DILG’s Office of Project Development Services (OPDS), the�SubayBAYANI Awards 2025 celebrates service, resilience, and pioneering innovations, with emphasis on the Most Significant Change (MSC) – real stories of transformation showing meaningful improvements in systems, relationships, and outcomes.
A highlight of the ceremony was the unveiling of the icon Bayani, which represents transparency and accountability in local infrastructure implementation, strengthened public service delivery and development outcomes, and participatory governance through citizen and private sector engagement.
Leading the unveiling ceremony were DILG Undersecretary for Public Affairs and Communications Rolando C. Puno, DILG OPDS Director Alfonso A. Maralli, Jr., and DILG NCR Regional Director Maria Lourdes L. Agustin.
In his speech, Puno stressed that remarkable innovations flourish in an ecosystem where ideas flow freely and partnerships grow stronger.
“From water supply systems that reach the most remote barangays, to access roads that connect farmers to markets, and to disaster preparedness programs that save lives. These aren’t merely technical solutions. They are blueprints for transformation,” he said.
Meanwhile, Maralli underscored that good infrastructure is not just about building; it is about building right with sustainability, fairness, and long-term value in mind.
The SSubayBAYANI�Awards 2025 covers all provinces, cities, and municipalities with Locally-Funded Projects (LFPs) and the RBME of LGU Infrastructure Projects (RLIP). LGUs will be assessed based on key metrics such as timeliness, completeness, accuracy, quality, supervision, administration and governance, and MSC.
The�SubayBAYANI Awards 2025 is aligned with President Ferdinand R. Marcos Jr.’s vision for a Bagong Pilipinas built on transparent governance, inclusive innovation, and empowered communities.
In 2024, the DILG recognized three municipalities, three cities, three provinces, and three DILG Regional Offices as awardees under the�SubayBAYANI program.
The eligibility screening and preliminary assessments of LGUs will be based on the SubayBAYANI Portal and other sources of official evidence and documentation
