DILG reinforces sustainable procurement practices

The Department of the Interior and Local Government (DILG) is reinforcing sustainable procurement by aligning internal guidelines with lifecycle-based asset management, consistent with Republic Act No. 12009 or the New Government Procurement Act.

The law requires government offices to manage their properties responsibly from the time they are bought, used, maintained, and eventually disposed of. To follow this, the DILG created its own Internal Rules and Procedures (IRP) during a workshop on the updated guidelines issued by the Commission on Audit and the Department of Budget and Management.

The IRP outlines systematic appraisal and disposal protocols and will serve as the Department’s framework for resolving the PHP 68.61 million worth of unserviceable assets left undisposed in 2023, based on the COA Consolidated Annual Audit Report.

“Disposal is just as essential as procurement, acquisition, and utilization. It must be timely, accountable, and effort-driven,” said DILG Undersecretary Atty. Omar Alexander Romero, aligning with President Ferdinand Marcos Jr.’s call for public trust in procurement.

Assistant Secretary Ester Aldana emphasized that the Disposal Committee has been renamed to Disposal and Appraisal Committee to better reflect its expanded role under the IRP.

This initiative affirms the DILG’s commitment to efficient, transparent, and responsible governance – ensuring that public resources are maximized throughout their useful life and disposed of properly when no longer serviceable.
