In support of President Ferdinand R. Marcos Jr.’s campaign against graft and corruption, the Department of the Interior and Local Government (DILG) has intensified the real-time monitoring of government-funded projects in local government units (LGUs) through the Subaybayan ang Proyektong Bayan (SubayBAYAN) project, reinforcing transparency and accountability in public service delivery.

In his fifth State of the Nation Address (SONA), President Marcos highlighted the importance of protecting public funds, citing the implementation of mechanisms that have improved government project monitoring, reduced red tape, and helped curb corrupt practices in the bureaucracy.

“Bukod sa flood control projects, lahat ng mga proyekto ay sinuri at tiniyak na talagang kinakailangan at maayos — mula sa plano, presyo, hanggang pagpapatupad,” Marcos said. “Bantay-sarado ang bawat proyekto at ang nakalaang pondo sa Transparency Portal, Integrity Chain, at katuwang na mga Civil Society Organization,” he added.

Aligned with the President’s directive, the DILG said that from 2022 to the present, a total of 80,949 locally funded projects nationwide have been monitored through SubayBAYAN, an online platform that allows citizens to track the implementation of projects and see how public funds are being utilized by LGUs.

These include 17,739 projects funded under the Local Government Support Fund (LGSF) and 63,210 projects financed through the 20 percent LGU Development Fund.

Complementing the SubayBAYAN project, the DILG also implements the Full Disclosure Policy (FDP), which requires LGUs to publicly disclose key financial and governance information. The policy strengthens transparency, promotes accountability, and empowers citizens to participate more actively in local governance.

A total of 1,638 LGUs, or 95 percent nationwide, have complied with the FDP, consisting of 1,419 municipalities, 142 cities, and 77 provinces. Nearly 37,000 barangays, or 92 percent nationwide, are likewise complying with the policy.

To further strengthen transparency and citizen participation, the DILG continues to engage civil society organizations (CSOs) in monitoring local government projects. Currently, 50,629 CSOs are accredited with LGUs, while 1,511 CSO Desks have been established to facilitate greater public involvement in governance.

As part of the government’s continuing efforts to eliminate corruption, the DILG said it remains committed to strengthening LGU accountability and upholding integrity in public spending through mechanisms that ensure every peso from the national coffers is used effectively for projects that deliver meaningful benefits to Filipinos.
