The Department of the Interior and Local Government (DILG) is calling on all local government units (LGUs) in high-risk areas to immediately carry out pre-emptive or mandatory evacuations as Typhoon Tino intensifies, threatening widespread flooding, landslides, and storm surges.

According to PAGASA, Severe Tropical Storm Tino strengthened into a typhoon on Monday morning, prompting the raising of Tropical Cyclone Wind Signals across the Visayas and parts of southern Luzon and northern Mindanao. Meanwhile, a persisting shearline continues to bring moderate to heavy rains in several areas in Luzon.

In an Advisory, the DILG urges all LGUs, especially those in vulnerable areas, to ensure that minimum critical preparedness actions are already in place, including the evacuation of residents not later than today (Monday). LGUs are also reminded to continuously monitor PAGASA’s weather updates to anticipate and plan out scenarios, disseminate timely alerts to their constituents using all available communication platforms, and coordinate with upstream and downstream counterparts along shared river systems for early flood warnings.

Likewise, Local Disaster Risk Reduction and Management Councils must be convened to conduct Pre-Disaster Risk Assessment (PDRA) meetings, closely monitor river water levels, and enforce the no-sailing policy, prohibiting sea travel and small-scale fishing when gale warnings are issued.

The DILG also warned LGUs affected by the recent strong earthquakes, particularly in northern Cebu and the Davao Region, that they face compounded hazards, such as heightened risk of sinkholes and landslides due to saturated grounds.

According to PAGASA’s Tropical Cyclone Bulletin issued at 2:00 PM today, Tino is forecast to make landfall tonight or early tomorrow over the southern portion of Eastern Samar, Leyte, Southern Leyte, or Dinagat Islands. It is expected to maintain typhoon strength throughout its passage.

The DILG urges all concerned LGUs to remain alert, follow and monitor official updates and advisories, and prioritize the safety and welfare of their communities and constituents.
