The Department of the Interior and Local Government (DILG) now reopens the annual Capacity Development Awards for Catalysts of Excellence (CapDev ACE) program to put the spotlight on the most significant change stories of DILG personnel and teams in their respective assignments.
Now in its 8th year, CapDev ACE recognizes outstanding officials, officers, personnel, and teams under the individual, team-based, and special award categories for their outstanding contributions to their bodies of work which produce meaningful, evidence-based results for the Department or local government units (LGUs).
“Behind every successful DILG program are dedicated and hardworking DILG personnel who silently work on the background and make things happen,” said DILG Secretary Benhur Abalos.
“CapDEV ACE is a toast to all the matitino, mahuhusay and maaasahang DILG men and women who make us all proud for being in the government service,” he added.
Under CapDev ACE, there are four individual awards: “Tatag ng Agila” for a Central Office or Regional Office director, “Singsing ng Tanikala” for Local Government Operations Officers, “Dagitab ng Paglilingkod” for Administrative Personnel, and “Dangal ng Kagawaran” presented to an official, officer, or employee regardless of their position, tenure, or location.
There are also two team awards — “Bugkos ng Bayan” for a DILG team at the cluster, highly urbanized city, or province level; and “Ugnay ng Mamamayan” for a Local Governance Regional Resource Center, recognizing the collective efforts and impact of these teams.
A distinguished special award, the “Bagwis ng Paglilingkod sa Bayan,” will be awarded at the discretion of the DILG Secretary.
Abalos explained that determining what is deemed ‘outstanding’ as a result of the body of work of an individual or team shall be based on the ‘most significant change’ (MSC) story reinforced by the quality of data or evidence supporting it.
He said the MSC story shall comprise the change or transformation that occurred in response to a need, opportunity, or adversity; the mix of CapDev strategies and interventions over the years; and a combination of personal traits or competencies that made the change and CapDev delivery possible.
The CapDev ACE awarding ceremony is slated for December 13 which will highlight both the outstanding achievements and MSC stories of the awardees.
Following the conferment, the Local Government Academy (LGA) will convert the MSC stories into valuable knowledge products to showcase and commemorate the accomplishments of the awardees.
