EXPECT CHANGE: Remulla Orders Major PNPA Reforms After Hazing Incident
Following the arrest of three cadets of the Philippine National Police Academy (PNPA) over an alleged hazing incident, the Department of the Interior and Local Government (DILG) on Monday said sweeping reforms are now being prepared to eliminate violence and abuse inside the academy.
Speaking at a press conference in Camp Crame, DILG Secretary Juanito Victor C. Remulla said stronger vigilance, stricter accountability, and immediate reporting systems will be central to the reforms. Incoming cadets will be given clear channels to report any form of hazing or abuse, including anonymous mechanisms directly accessible to senior PNPA officials.
“We will make sure that upon acceptance to the academy, mayroon kaming outlets and methodology for reporting any such behavior,” Remulla said.
He added that formal orientation systems will be instituted, while surveillance cameras will be installed in key areas of the academy to strengthen monitoring and deterrence.
Remulla said the injuries sustained by victims are proof of cruelty and ego-tripping that have no place in an institution meant to build honor, discipline, and public service.
Three 3rd Class cadets identified as Mhicco Legarda Escalante, Harold Locop Heje, and Lance Elroy Guinitaran Gayramon were arrested after complaints that 21 cadets were allegedly maltreated using muriatic acid and liquid sosa. The victims are recovering from burns and other injuries. Following a CIDG Cavite operation on April 7, 2026, the suspects were placed under CIDG custody and charged under Republic Act No. 11053 or the Anti-Hazing Act of 2018.
Meanwhile, PNP Chief PGen Jose Melencio C. Nartatez Jr. said police officials administering the PNPA are also under investigation and may face administrative charges if found liable.
The DILG and the Philippine National Police said they remain committed to maintaining a police academy that reflects the best values of law enforcement while protecting cadets from entry to graduation and eventual service to the nation.
