SAN FERNANDO, PAMPANGA—From September 28-29, 2026, the DILG IV-A Regional Project Development and Management Unit (PDMU) visited the DILG Central Luzon Regional Office in an effort to duplicate innovative Infrastructure Audit (IA) practices.
The two-day excursion entailed multiple knowledge sharing sessions regarding both regions’ best practices. PDMU Chief Mc Gyver T. David warmly welcomed DILG CALABARZON’s with an opening message, expressing enthusiasm about further enrichment and enhancement for both regions.
Following this, DILG Central Luzon showcased their best practices, particularly their streamlined project evaluation interfaces called “ProVal”. This features a dashboard that consolidates links to all of the PDMU’s Programs, Projects, and Activities (PPAs). Citing the need for efficient, quick access to infrastructure data, these are monitored and updated daily.
A highlight among these discussions was the Local Infrastructure Audit App (LIAA), an application that streamlines IA recommendations via Geotags and predictive AI analyses of infrastructure images that aspires to become a nationwide tool for more efficient Infrastructure Audits. Engr. Aldrin P. Luceño, DILG Central Luzon’s IA Focal Person, presented a comprehensive background and overview of the LIAA, as well as facilitated hands-on and field demonstrations to showcase the app’s accuracy and effectiveness.
Next was the sharing of DILG Central Luzon and DILG CALABARZON’s best practices regarding Information, Education and Communication (IEC) Materials revolving around the PDMU’s programs, projects, and activities. To begin, PDMU Chief Allan A. Salvatus exhibited the 2024 PDMU Manual, which provided clear and comprehensive definitions for the PDMU’s PPAs.
Additionally, DILG IV-A’s Regional Information Officer (RIO) PEO III Michaela C. Pozo presented the Regional Communications and Information Committee’s (RCIC) official composition, social media programs and optimization initiatives to achieve over 1 million views and 324,000+ followers on Facebook.
The exit conference began with Assistant Chief of DILG Central Luzon’s PDMU Mark Kennedy S. Tungol, who further discussed Unit Orders cascading from the regional to provincial levels that include monitoring and evaluation, and capacity development initiatives.
To formally conclude the activity, both PDMU Chiefs reflected their key takeaways, and which practices they are most interested in replicating within their respective regions.
Overall, the benchmarking and knowledge-sharing activity bolstered the continuous collaboration and mutual uplifting of the Department’s Regional Offices, and opened further opportunities for partnership, innovation, and rapport.
