KEEPING THINGS MOVING: LOCAL GOVERNANCE REGIONAL RESOURCE CENTER MOVES INTO LAST STRETCH OF 2025 WITH GNS EVENTS AND LOGISTICS MANAGEMENT SERVICES PARTNERSHIP

SANTA ROSA, LAGUNA—The DILG IV-A Local Governance Resource Center-Multi-Sectoral Advisory Committee (LGRC-MSAC) successfully completed its third-quarter meeting for FY 2025 on September 25, 2025 at the El Cielito Hotel. A key development from the meeting was the expansion of the LGRC-MSAC’s collaborative network, welcoming GNS Events and Logistics Management Services as an official partner.

The DILG IV-A Assistant Regional Director Darrell I. Dizon, CESO V took the floor to officially open the meeting. He immediately acknowledged the commendable effort of the partners and Regional Line Agencies (RLAs), expressing his gratitude for their presence and dedication to convene for this important discussion even as the region was actively engaged in necessary preparations for Typhoon Opong.

Following the opening program, LGOO IV and LGRC Focal Person Kitch Gogolin presented a comprehensive report on the region’s second quarter LGRRC accomplishments. Among the key highlights was the successful conduct of the NEO Courses, which underscored the strong collaboration between the Department, RLAs and MSAC partners in equipping newly elected and returning local officials with the knowledge and skills needed to effectively govern their LGUs.

The proceedings culminated with the official inking of a Memorandum of Agreement (MOA) between the DILG IV-A and GNS Events and Logistics Management Services. The MOA was signed by ARD Dizon, OIC-LGCDD Chief Jessa Marie S. Mendoza, and a duly authorized representative from GNS.

GNS Events and Logistics Management Services, having just been officially onboarded as a partner, then proceeded to introduce their organization to the committee. This was accomplished through a thorough and detailed presentation that covered their core mission, the scope of their professional services, and their institutional history in the industry.

The meeting moved forward with a discussion regarding the adoption of the Resolution for the Establishment of the Regional Business-Friendliness and Competitiveness Committee (RBFCC). Formerly known as  the Business Permits and Licensing System Regional Competitiveness Committee (BPLS-RCCOM), the name was changed to the Resolution for the Establishment of the Regional Business-Friendliness and Competitiveness Committee (RBFCC). Partnered with ARTA Southern Luzon, DICT IV-A, DTI IV-A, and the Philippine Chamber of Commerce and Industry, the committee meets quarterly to monitor LGU compliance with the Ease of Doing Business (EODB) Law.

The name change was initiated to expand the committee’s role beyond Business Permits and Licensing System (BPLS) to cover all mandated LGU compliances under the EODB provisions.

Donations were also called for the upcoming National Children’s Month Celebration, pursuant to Republic Act No. 10661, which declares November as National Children’s Month to proactively promote children’s welfare. DILG IV-A actively participates in this annual observance, visiting various facilities that cater to abandoned and neglected youth, as well as those providing care for Children in Conflict with the Law (CICL).

MSAC Partners De La Salle University – Dasmariñas and Cavite State University also presented their achievements and status of their volunteer-based programs that revolve around local governance. 

Following a photo opportunity, OIC-LGCDD Chief Jessa Marie S. Mendoza, CESE closed the meeting with a message of confidence in more fruitful partnerships and collaborations, and continuous progress toward the goal of championing good governance.
