The signing of the Oslo Joint Communique last November 23, 2023 by representatives of the Government of the Republic of the Philippines (GRP) and the National Democratic Front of the Philippines (NDFP) is a welcome development and a significant step in our peace process. This is a tangible reflection of President Ferdinand R. Marcos, Jr.’s commitment to uniting the nation and addressing longstanding grievances.

The Department of the Interior and Local Government (DILG) plays an integral and active role in the “whole-of-government” approach that forms part of the President’s inclusive peace agenda. The detrimental effects of insurgency are deeply felt by local government units (LGUs) and their constituents. The armed struggle has stunted economic growth and disrupted numerous local communities, leading to the regrettable loss of many lives and livelihoods. These situations demonstrate that without peace and order, it is impossible to attain economic development and sustain progress in our communities.

I have always believed that wars are won by the hearts of people. As such, while the signing of the Oslo Joint Communique is only the start, I hope that this development sparks in our hearts the spirit of reconciliation and fuels our burning desire for peace. I enjoin all Filipinos to join and support our efforts towards a peaceful resolution of the armed conflict and an end to the CPP-NPA-NDF’s armed struggle. Ang ating patuloy na pagsusumikap upang maabot ang kapayapaan at pagkakaisa ay sumasalamin sa tunay na diwa ng Bagong Pilipinas.
