DILG IV-A SUCCESSFULLY HOSTS 2024 4TH HR SUMMIT

HOTEL CASIANA & EVENTS CENTER, CITY OF TAGAYTAY, CAVITE— The DILG IV-A successfully hosted the 2024 4th HR Summit from October 2-4, 2024. Carrying the theme “Strengthening Internal Governance and Elevating the Capability of Personnel,” the summit convened 12 Regional Directors, Regional Chief Administrative Officers (CAO) and Human Resource Management Officers (HRMOs), Central Office personnel, resource speakers, and key personnel to discuss and develop strategies with the goal to enhance the Department’s internal governance and Human Resource Management.

The three-day summit opened with a message from DILG IV-A Regional Director Ariel O. Iglesia, CESO III welcoming all participants to the city of Tagaytay. The message of RD Iglesia was followed by the remarks from ASEC. Ester A. Aldana, CESO II, Assistant Secretary for Administration, Finance and Comptrollership who reinforced the importance of innovation and excellence, commending the DILG’s achievements in Human Resource Management and practices. These were then followed by a discussion on the updates of the Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA) through Atty. Shekinah Kitta H. Delgado of the Civil Service Commision (CSC)-NCR.

On the second day, the series of discussions began with a presentation on the role of the Employees’ Association in Morale and Welfare by DILG Employees Union President Mr. Arvin Alcancel. This was followed by updates on the Leave Application System and DILG Careers led by the Information Systems and Technology Management Service (ISTMS). Other highlights included sessions on the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME HRM) Level III Evidence Requirements, the role of HR in organizational success, and a discussion on Diversity, Equity, and Inclusion (DEI) by Mr. Louie Evans Grinn Sala.

On the third day, discussions included *Innovative Approaches to Attracting and Retaining Workforce/Personnel* by Ms. Milalin S. Javellana, Program Director for Australia Awards Philippines, as well as *Rightsizing Program, GMIS, and Personnel Benefits Updates* by Ms. Jessica P. Ulanday, Chief Budget and Management Specialist from the Department of Budget and Management.

The event concluded with the guidance and insights from ASec. for Human Resource Development Josephine F. Cabrido Leysa, CESO III, setting the path forward for continuous HR growth and development within the Department.
